Sansui 9090DB Dolby question

With the Dolby NR switch set to REC-1 or 2 and the pushbutton Rec Cal Tone "on" is there supposed to be a 400 Hz tone heard through the speakers and is the indication on the two power meters supposed to be about midpoint on the meter and be a steady signal?
