Hi Mike,
My tuner encountered almost the same problem the only difference is the red led is broken nos. and fixed on FM not changing and no green dot light (quartz lock)Same with AM with also missing nos,but the sound is perfect and sometimes no numbers at all.
I'm sure if the problem is the same then IC #MSM-5540 RS (OKI) has failed on board F2871
Before any replacement check first the following voltages(with ground to chassis negative) or TP03 as ground there are numbers and description on it.
1.socket terminals (white plasic) at point#12 = 5Volts, #13=+13v, #15= -13v
2. test point # TP02=7volts if very low you can reset bias V01 untill it sets to 7 volts.
3. IC NJM4558D (IC-02) pin#8=13v, pin#4= -13v
4. IC MSM5540RS (IC-01) pin#1= 5v
The only problem here is where to acquire this IC, I saw this on the same board 'The Best of Sansui" somewhere year 2003? question and answers.
